RKO
With RKO the big year was 1932. It was at least three months worth of production in a row that wasn't renewed. The story goes that when Hughes sold the company in 1959 the secretary who was in charge of the NY office and handled all renewals trashed the renewals list as revenge for losing her job. It wasn't until a sharp eyed archivist in Hollywood noticed that the films weren't being renewed that systematic renewals were lodged from Hollywood (the new NY office's response being "what renewals?"). We have the secretary to thank for films like "Most Dangerous Game" and "Bird of Paradise". And we can all hate the archivist for picking up the "problem" in time to renew movies like "Phantom of Crestwood" and "Bill of Divorcement"

MGM
With MGM the unintentional run of PD titles was all to do with copyright notices. Vengeance Valley, Three Guys Named Mike, Mr Imperium, Royal Wedding, Cause For Alarm, Father's Little Dividend, The Painted Hills, Home Town Story, Go For Broke all were relesed in 1951 with 1950 notices. When 1979 came around it was one year too late for renewal because of the date in notice. A couple of years later they realised that they had made a similar but even bigger mistake. The notice in The Last Time I Saw Paris read 1945 not 1954.

For "The Senator Was Indiscreet", the IMDB release-date page shows:
USA 26 December 1947 (New York City, New York) (premiere)
The opening credits show:
COPYRIGHT MCMXLVII BY INTER-JOHN, INCORPORATED

Does it matter that the renewal was printed in the volume for the 2nd half of 1976? Or is the date "6Oct75" what really matters?

what movies did MGM have the copyright to, in the later years from1950 on that was from originaly RKO studios

A company in Japan around that time has the copyright to produce a lot of 3D movies on that was then a vinal lazer disc and it covered warners and universal titles
this company went under and no one took up the copyright to these 3D movies , so thats the legal position to this movies
